Penny S. Shaffer, Ph.D.
Florida Blue, Market President, South Florida
Penny Shaffer is the Florida Blue market president for South Florida. In this role, Dr. Shaffer is responsible for the company’s business operations in an 8-county region from the Keys north to the Treasure Coast.
Prior to joining Florida Blue in 2006, Shaffer had a distinguished 26-year career as a senior executive at AT&T, holding positions in sales, service, quality management and global operations. She has lived and worked around the world.
She serves on the boards of more than a dozen area community, civic and professional organizations. She is a frequent speaker on issues of healthcare, leadership, sales and civic engagement. In addition, she is an adjunct professor at the University of Miami School of Business and serves on the school’s Health Sector Management and Policy Advisory Board.
Shaffer is the recipient of numerous awards and honors including the 2016 Keith Tribble Community Service Excellence Award from the Orange Bowl Committee, the 2016 Ultimate CEOs Award from the South Florida Business Journal, the 2013 Spectrum Award from the American Red Cross and she has been recognized the last five years as one of the South Florida Business Journal’s regional Power Leaders.
Shaffer holds a Bachelor of Arts in Political Science from Frostburg University and an International Executive Master of Business Administration from Fordham University. She also holds a Ph.D. in International Business Administration from Kennedy-Western University.
