Miami-Dade Beacon Council’s Technology Committee Introduces Project ‘1MPACT’, an Initiative Identifying and Addressing Priorities for Local Recovery Efforts

Surveys helped identify three priorities where tech and innovation partners could unite to provide solutions that contribute to the County’s talent development and economic recovery

(Miami, FL– August 13, 2020) – The Miami-Dade Beacon Council’s Technology Committee today announced the launch of ‘1MPACT’, a series of initiatives dedicated to creating impactful projects in support of our County’s recovery and talent development.  This was created as a response to the COVID-19 pandemic, with the intention of fostering innovative ways of contributing to the business community’s recovery efforts.

At the onset of COVID-19, Yuda Saydun, President of CyVent Cybersecurity and Technology Committee Chair at Miami-Dade Beacon Council, pivoted the group’s on going activities to launch an Initiative that would bring to bear the talents and resources of the innovation ecosystem in our local recovery in a manner that would engage the local community to provide tangible, relevant and immediate results.  To ensure broad engagement, a series of surveys and conversations with Technology Committee members and local business leaders sought to identify and determine some of the most pressing pain points to aid our County’s recovery efforts.

The feedback resulted in selecting three high-level priorities that led to the creation of ‘1MPACT’: a challenge to design and implement a small number of impactful projects executed over a 3-month sprint. To deliver on the priorities identified, the Technology Committee stood up  sub-committees to design, deliver and launch three projects:  a new data-driven business tool – the Distancing Detector (SDD) ;  a one-stop-shop portal to assist displaced workers looking to upskill, reskill and succeed within the current and new market demands – MiamiTech.Works; and a regional collaboration by Florida International University (FIU), Miami Dade College (MDC) and the University of Miami (UM) for a workshop to develop Post Disaster Smart Response and Resilience in Critical Infrastructure, Security, and Data.

The Social Distancing Detector (SDD)

As part of the priorities identified through the surveys, Social Distancing Detector, a new data-driven business tool developed by one of the sub-groups, leverages the latest in machine learning and computer vision techniques to identify adherence of social distancing guidelines. This tool is an open-source, free to the public technology that focuses on helping physical locations better manage their spaces for safety and health. SDD is able to analyze a video feed in real-time and identify people working, walking, or standing in the subject area. It dynamically measures the space to understand size, proportions and distance to ensure all people identified are in a safe distance from each other. This tool was developed at a zero-cost option during these unprecedented and difficult times and is readily available for small or large businesses in Miami-Dade County. In addition, the Technology Committee’s sub-group lead will be hosting two IT Workshops to assist individuals, companies, and government institutions to implement this tool and related solutions.

MiamiTech.Works Online Portal

Modeled after General Assemb.ly’s efforts in other markets, the second initiative identified, MiamiTech.Works, is a one-stop-shop portal created by a coalition of Miami’s business, education and government leaders combining resources to help local citizens impacted by the economic slowdown from Coronavirus. The portal’s main objective is to connect those recently laid off or facing reduced working hours with local reskilling opportunities, personalized career development coaching and one-on-one access to hiring managers of companies currently hiring. The portal is set to launch today with a tentatively 3-month pilot. Key partners include General Assemb.ly, CareerScore, 4Geeks Academy, Benjamin Douglas, Kaseya, FIU, Ironhack, Miami-Dade Beacon Council, Miami Dade College, Microsoft, Singularity University: Miami Chapter, University of Miami and Wyncode.

Regional Security Workshop

The third priority—cybersecurity—is being addressed cooperatively by three academic partners hosting a regional security workshop: University of Miami, Florida International University and Miami Dade College.  The workshop will bring together key stakeholders dealing with critical infrastructure resources in South Florida to discuss and address the most pressing cybersecurity issues. The goal of the workshop is to explore and enable smarter response techniques and more resilient critical infrastructure components that involve cybersecurity and data.

“We are very excited to join forces as part of the ‘1MPACT’ initiative from the Beacon Council. This collaboration will elevate South Florida as a regional hub for cybersecurity education and talent. Miami Selected as Future Home of Emerging Global Real Estate Video Stream Platform WPC TV

(Miami, Fl-July 22, 2020) – Veteran media and technology entrepreneur Michael Gerrity announced today that downtown Miami will become the future headquarters of his new global real estate video streaming platform launching next year called WORLD PROPERTY CHANNEL TV, also known as “WPC TV” (www.WPC.tv).

The numbers analyzed

In June 2020, the not seasonally adjusted unemployment rate in Miami-Dade County was 11.5 percent. The County had a reduction of 73,800 nonagricultural payroll jobs (not seasonally adjusted), from June 2019 to June 2020 which was a 6.1 percentage point decrease. However, from May 2020 to June 2020, there was an increase of 36,300 nonagricultural payroll jobs.

Non-agricultural Payroll Jobs

Due to the impact of COVID-19, there continues to be a sharp decline in non-agricultural payroll jobs throughout most industries when comparing year over year (June 2019 with June 2020). The sectors most affected are Leisure & Hospitality (-26,400), Education & Health Services (-11,500), Retail Trade (-11,200), Professional & Business Services (-9,300), Transportation, Warehousing, & Utilities (-6,000), Other Services (-4,700), and Manufacturing (-3,700). The sectors seeing some improvements in the past 12 months are Construction (+2,000), Financial Activities (+400), and Information (+100). The graph below shows the payroll data since June 2018.

Not seasonally adjusted unemployment rate

The not seasonally adjusted unemployment rate of 11.5 percent compared to last year was 9.0 percentage points higher than the unemployment rate at 2.5 percent in June 2019. Compared to May 2020 there was an 0.5 percentage point decrease from the unemployment rate at 12.0 percent. Below the graph compares the unemployment rate for Miami-Dade County with that of the United States since June 2018. It shows that Miami-Dade County was tracking the unemployment rate of the United States at a slightly higher rate until November 2018 through May 2020. In June 2020, Miami-Dade County’s unemployment rate is 0.3 percentage points higher than the United States.

Seasonally adjusted unemployment rate 

In June 2020, the seasonally adjusted unemployment rate for Miami-Dade County (taking seasonal fluctuations in the labor force into consideration) was 11.2 percent, which is 8.8 percentage points higher than in June 2019. From June 2019 to June 2020 there was a reduction of 73,600 nonagricultural payroll jobs. From May 2020 to June 2020 there was an increase of 54,700 nonagricultural payroll jobs.

From the data and analysis above, we continue to observe the negative impact of COVID-19 in our local economy. Nevertheless, the community needs to remain focused on job-creation projects in targeted industries, as well as all sectors. These industries have been identified as the Miami-Dade County industries most able to create additional well-paying job opportunities, leading to an improved quality of life for Miami-Dade County residents. The job creation numbers are derived from the U.S. Bureau of Labor Statistics Current Employment Statistics Program (CES), and only account for non-farm payroll jobs. However, the unemployment rates are derived from the U.S. Bureau of Labor Statistics Local Area Unemployment Statistics Program (LAUS), which includes farm payroll jobs as well as self-employed workers.

In addition, the federal government typically conducts interviews in sample households to determine the unemployment rate. Miami-Dade County is one of six metropolitan areas in the United States that uses a different method solely based on a statistical model derived from several data sets.

Mayor Carlos A. Gimenez’s nomination endorsed by Governor Ron DeSantis and submitted to U.S. Air Force for consideration

 

(Miami, FL– July 9, 2020) – Mayor Carlos A. Gimenez, the Miami-Dade Board of County Commissioners and the Miami-Dade Beacon Council worked together to nominate Miami-Dade County as a potential site for the headquarters of the United States Space Command (USSPACECOM). Florida Governor Ron DeSantis endorsed and submitted a total of eight (8) nominations from communities across the state including Jacksonville, Pensacola, Brevard County, Orange County, Pinellas County, Seminole County, a joint proposal from Tampa and Hillsborough County and Miami-Dade County.

“We are proud and honored that Governor DeSantis has endorsed our submission,” said Mayor Gimenez. “Our County has the highly skilled workforce, the resources, the military installation and the technological capacity to meet the stringent screening and evaluation criteria of these new headquarters for the United States Space Command.”

In December 2019, President Trump signed a law that established Space Force as a separate branch of the U.S. military. In May 2020, Assistant Secretary of the Air Force John Henderson outlined the criteria required from communities that want to be considered as headquarters for Space Force’s central command; these include being located within 25 miles of a military installation, ranking among the top 150 largest Metropolitan Statistical Areas (MSAs) in the U.S., and scoring a 50 or higher out of 100 on the American Association of Retired Persons Public Policy Institute’s Livability Index.

Miami-Dade fares well, meeting many of the government’s criteria as outlined. Already home to United States Southern Command, Special Operations Command South, and Homestead Air Reserve Base, Miami is the 7th largest MSA in the country, and boasts a high livability index score (rating great neighborhoods, clean air and water, civic/social involvement, and inclusive opportunities)important criteria when being considered as a location. A multi-faceted region with robust urban centers as well as suburban markets, Miami-Dade offers a variety of sites that are well-suited for USSPACECOM’s needs – all easily accessible to South Florida’s highly educated and diverse workforce of more than 3 million.

“As the Chairman of the Military Affairs Board and Military liaison for Miami- Dade County, when I became aware that the U.S. Air Force was reopening the competition for the new U.S. Space Command, I knew Miami-Dade needed to be included in these conversations,” said Miami-Dade County Commissioner Jose “Pepe” Diaz. “The Space Command would be a perfect fit for the 1,400 military and civilian personnel who would call the Command center home, which is why I am currently working on legislation to help bring the U.S. Space Command to Miami-Dade County.”

In May 2020, Miami-Dade County unemployment rate (not seasonally adjusted) was 11.3 percent. The County had a reduction of 122,800 nonagricultural payroll jobs (not seasonally adjusted), from May 2019 to May 2020 which was a 10.1 percentage decrease. However, from April 2020 to May 2020, there was an increase of 26,500 nonagricultural payroll jobs, signaling modest movement towards economic recovery.

The unemployment rate of 11.3 percent compared to last year was 8.9 percentage points higher than the unemployment rate at 2.4 percent in May 2019. Compared to April 2020 there was an 0.5 percentage point decrease from the unemployment rate at 11.8 percent. Below the graph compares the unemployment rate for Miami-Dade County with that of the United States since May 2018. It shows that Miami-Dade County was tracking the unemployment rate of the United States at a slightly higher rate until November 2018. For the last nineteen months the United States had a higher unemployment rate than Miami-Dade County.

In May 2020, the seasonally adjusted unemployment rate for Miami-Dade County (taking seasonal fluctuations in the labor force into consideration) was 10.8 percent, which is 8.3 percentage points higher than in May 2019.

From the data and analysis above, we saw a sharp deterioration in the local economy for the month of April 2020 due to the global impact of COVID-19, however in the month of May 2020 there was modest movement towards economic recovery. Nevertheless, the community needs to remain focused on job-retention projects in targeted industries, as well as all sectors. These industries have been identified as the Miami-Dade County industries most able to create additional well-paying job opportunities, leading to an improved quality of life for Miami-Dade County residents. Biotech Start-up GenoSUR and 7 Holdings Group (7HG) Open Testing Kit Manufacturing Facility in Miami-Dade County, Creating 90 Jobs

GenoSur developed a portable medical device / sampling collection kit for COVID-19

(Miami, FL– June 12, 2020) – Chilean-based biotech start-up GenoSUR and 7 Holdings Group (7HG), an expert logistics provider, have joined forces to open a manufacturing facility in Miami-Dade County that will produce portable sampling collection kits and transport devices for SARS-CoV-2, commonly known as COVID-19, and other respiratory viruses.

Since 2017, GenoSUR has been developing and manufacturing medical devices for molecular diagnostic applications in Santiago, Chile. Their devices allow for self and assisted sampling, depending on the application. During the global pandemic, GenoSUR found a way to pivot their business and develop a portable medical device/field sample collection kit for COVID-19, helping infected patients avoid emergency room visits. The test kit does not require cold storage and solved immediate critical testing issues countries were facing.

GenoSUR has supplied over 300,000 testing kits in the last few months to the Chilean Government. Chilean health authorities recognized the testing kit’s ability to save on several critical resources, preventing loss of samples by creating focus of infection at sampling locations and reducing exposure of lab personnel; this created the first initial order of 1 million units from the Chilean Government. “We studied why South Korea and Italy were having such different outcomes in the number of infections and deaths. We concluded that the quantity of diagnoses had been a key part of the South Koreans’ successful campaign, and thus would be the main problem to be solved by any health system in the world,” said Matias Gutierrez, CEO and Co-Founder of GenoSUR.

Partnering with Chile’s Export Promotion Bureau through its trade office in Miami, ProChile Miami, and the Chilean economic development agency CORFO, GenoSUR expanded into Miami-Dade County from Santiago with the opening of a “soft landing” office at the Cambridge Innovation Center (CIC) Miami in September 2019. ProChile helped facilitate the connection between GenoSUR and 7HG and has continued to provide support and guidance to GenoSUR along with ASELA USA, an organization that promotes Latin entrepreneurship in Miami and is part of the largest network of entrepreneurs in Latin America. “GenoSur is a prime example of Chilean innovation that will have a positive impact on a global scale. Chilean entrepreneurs succeed because they look at the big picture. We have many forward-thinking companies in Chile like GenoSur, working to develop solutions for the most critical issues facing the world today,” says German Rocca, Trade Officer, ProChile Miami.

The 10,300 square-foot manufacturing facility is scheduled to open by July 4, 2020 in Doral, Florida, and will create 90 jobs within the first three years. 7HG will lead building and staffing operations with support from The Beacon Council Foundation’s Miami Community Ventures program. This nonprofit program, part of the One Community One Goal initiative, aims to provide low-income, structurally unemployed individuals with living wage jobs; GenoSur and 7HG have committed to making 45 jobs available to MCV candidates. The facility is expected to manufacture between 250K-300K testing kits per month.  “It has been an absolute pleasure working with the Miami-Dade Beacon Council. The Doral facility will primarily service demand for North America and five United States territories. It will also serve as additional support to offshore manufacturing for global demand.  Public health experts see prolific testing as a primary strategy in helping combat the spread of COVID-19.

Miami-Dade County Mayor Carlos Gimenez has been supportive of the project since its inception. “This joint venture will help Miami-Dade continue to ramp up COVID-19 testing and further safeguard the health of our 2.8 million residents as we adjust to our New Normal Guidelines and get people back to work,” said Mayor Gimenez. “I applaud GenoSUR and 7HG for their rapid launching of this facility in Doral which will not only provide much-needed testing kits, but also create new jobs in our community.”

In April 2020, Miami-Dade County unemployment rate (not seasonally adjusted) was 11.9 percent. The County had a reduction of 145,900 nonagricultural payroll jobs (not seasonally adjusted), from April 2019 to April 2020 which was a 12.0 percentage decrease.

Due to the impact of COVID-19, there has been a sharp decline in payroll jobs throughout most industries. The sectors most affected are Leisure and Hospitality (-63,100), Professional and Business Services (-21,700), Education and Health Services (-14,600), Retail Trade (-14,200) and Other Services (-11,400). The most stable sectors in the past 12 months are Information (-200), Financial Activities (-700), and Total Government (-900). The graph below shows the payroll data since April 2018.
