Scott Powell serves as Senior Vice President of Competitiveness for The Miami-Dade Beacon Council, where he leads initiatives that strengthen the county’s economic foundation and enhance its position as a global business destination. With nearly twenty years of experience in municipal and regional economic development, Scott has guided strategies spanning business attraction, retention and expansion, entrepreneurship, redevelopment, tourism, business intelligence, strategic planning, and workforce development.
Recognized by Consultant Connect as one of North America’s Top 50 Economic Developers in 2022, Scott has helped deliver measurable results throughout his career — driving the creation and retention of more than 15,000 high-wage jobs, securing over $1.7 billion in capital investment, and negotiating an additional $1 billion in real estate development projects. He has also structured and negotiated more than $130 million in incentives and nearly $400 million in private activity bond transactions, advancing economic competitiveness through innovative financing and public-private partnerships.
An Air Force brat who has lived in ten states, Scott brings a broad national perspective to regional growth and business development. He began his economic development career in Michigan and spent much of his career in Arizona. Prior to entering economic development, he worked as a stockbroker for a major mutual fund company, holding multiple securities licenses.
Scott holds a bachelor’s degree in economics from Arizona State University and a master’s in public administration from Western Michigan University. He is also a Certified Economic Development Finance Professional (EDFP).

Every day, I am motivated by the opportunity to help create pathways to prosperity and improve outcomes for the 2.8 million residents of Miami-Dade.
